Joel Kelsey
Policy Analyst
Joel Kelsey is a federal and international affairs policy analyst for Consumers Union, the non-profit publisher of Consumer Reports. Working out of the Washington, D.C. offices, Joel manages the organization’s advocacy efforts on cable, wireless, telephone, and Internet policy and is responsible for working closely with federal and international policy makers on communications and media policy. On behalf of Consumers Union, Joel has testified before the U.S. Senate and the House, as well as the Federal Communications Commission. Joel is regularly interviewed for national news programs and quoted in the Washington Post, New York Times, USA Today and Wall Street Journal on communications and media issues. Mr. Kelsey is also responsible for working with international academic and civil society leaders on the right to freedom of expression.
Prior to joining Consumers Union, Joel worked as the New York City outreach director and later as the statewide campaigns coordinator for the New York Public Interest Research Group (NYPIRG). At NYPIRG he worked on higher education policy, New York City land use issues and he helped fight to pass the Childhood Lead Poisoning Prevention Act.
Joel graduated Magna Cum Laude with a BA in Political Science from the State University of New York at New Paltz.
