LOS ANGELES COUNTY ELECTRONIC BENEFIT TRANSFER (EBT)
ADVISORY COMMITTEE CHARTER

PURPOSE

  • The purpose of the Los Angeles County Electronic Benefit Transfer (EBT) Advisory Committee is to provide assistance and advice to DPSS to help ensure the best possible EBT system for participants that it will serve.

ADVISORY COMMITTEE RESPONSIBILITIES

  • Provide input on the evaluation criteria for the cash access plan. In addition, make a recommendation to accept or reject the cash access plan which will be attached to the Department's recommendation to the Board of Supervisors.
  • Participate in the review and evaluation of the cash access plan.
  • Participate in the development of a written consensus statement on the issues of EBT privacy and fraud investigations. The privacy statement will be distributed to all participants.
  • Review, provide input, and provide recommendations on Los Angeles County EBT plans including:

    • County provided training and informational materials for participants, CBOs, retailers and County staff;

    • EBT policy and procedures and implementation plans; and

    • EBT implementation support policies (when the EBT card fails to work, emergency replacement of benefits, accommodations to participants with physical/mental disabilities, etc.).

  • Review and provide input on any other areas agreed upon by the committee.
  • Review and approve the meeting minutes.

COMPOSITION AND RESPONSIBILITIES

  • Co-chairs: One from DPSS (Charlotte Lee, DPSS Food Stamp Program Director) and one from the community who will both facilitate the meetings.

    • Prepare an agenda, with input from the Advisory Committee, and minutes and distribute via email in advance of meetings.
    • Share the scheduled meeting dates, agenda and handouts with the DPSS Board Deputy.
    • Facilitate meetings ensuring that agreed upon meeting procedures are respected and followed.
    • Assign tasks to Advisory Committee members and any subcommittees.
    • Monitor for the progress and completion of assigned tasks.
    • Provide meeting facilities for all regularly scheduled monthly meetings.

    Maintain and publish a roster of all committee members.

  • Members: Community Based Organizations, participants and DPSS Staff.

    • Voting members from the community will include all members who have expressed an interest. Voting members as of the date of adoption of the Charter are listed on the Attachment. Voting membership in the future is open to individuals who express an interest and is approved by the existing committee.
    • Regularly attend meetings.
    • Demonstrate a commitment to participate on the Advisory Committee.
    • Participate in tasks undertaken by the Advisory Committee.
    • Disseminate information beyond the Advisory Committee and bring information back to share with the Advisory Committee.
    • Based on individual expertise and experience, provide input during discussions.

     

MEETINGS: The meetings will be held monthly at a mutually agreeable date and time. The meetings will include:

  • Updates on State and County EBT implementation progress.
  • Presentations requested by committee members.
  • Discussion of policy and implementation items on the agenda.
  • Agenda requests for future meetings.
  • Items that do not pertain to EBT will be referred to other forums.
  • Subcommittees will be established to work on special EBT issues as needed.

DECISION-MAKING PROCESS

  • All members present will participate in the decision-making process by allowing full discussion of items that come before the committee.
  • The committee will make every effort to reach consensus on items of discussion.
  • Any voting members, with the agreement of at least one other voting member, can request a vote on any issue. Voting will only take place after a reasonable opportunity for discussion if where consensus cannot be reached. A single vote is counted for each organization and each participant.
  • The outcome, whether by consensus or majority vote, will be documented in the meeting minutes and used to make recommendations. Minority positions and issues will be recorded in the minutes.
