Code Enforcement & Rehabilitation Fund (CERF) (415) 252-3102
The City and County of San Francisco has developed a citywide hardship loan program making funds available to property owners to correct any condition which the City has determined to be unsafe or in violation of the existing building code. Program is overseen by the Mayors Office of Housing.
Community Housing Rehabilitation Program (CHRP) (415) 252-3191
CHRP program funds are available for the correction of San Francisco Housing Code deficiencies for low-income owner-occupants. Applicants must own their own property for at least one year before applying for the loan. Program has both deferred payment loans and amortized loans, available for buildings that have one or two units. Maximum loan amount is $40,000 per unit, at an interest rate of 3%. Available to low-income owner-occupants in certain San Francisco neighborhoods - call to verify your areas eligibility. Program is overseen by the Mayors Office of Housing.
Citywide Rehabilitation Program (for low-income seniors) (415) 252-3191
The CHRP program funds are available citywide for the correction of major San Francisco Housing Code deficiencies for low-income seniors who are owner-occupants of single-family dwellings. Eligible rehab work includes electrical, plumbing, termite, dry rot, exterior and interior painting, roof repair/replacement, replacing windows, upgrading kitchens and bathrooms, and accessibility modifications - widening doorways, lowering cabinets, adding chair lifts and ramps. Program is overseen by the Mayors Office of Housing.

Has a variety of programs that can assist low-income seniors or families in the following areas: minor home repairs, home accessibility, and home weatherization. Call for eligibility. The Handyworker Program assists homeowners (families and seniors) who meet their income guidelines with minor house repairs. The Home Access Program includes such services as wheelchair ramps. Adaptive steps, grab bars, and handrails. The Home Weatherization Program serves either renters or homeowners (disabled or seniors) whose homes need insulation, weather-stripping or assistance with energy conservation.
Housing Repair and Rehabilitation Loans
Available for residents who meet specific income criteria. Loans and/or grants are available to repair a roof, build a wheelchair ramp, or bring a home up to local housing codes. All Santa Clara County cities offer such loans except Monte Sereno, Los Altos, and Los Altos Hills. County residents are also eligible for this program.
