The Blues plans, initially created as nonprofit health insurance companies, have been involved in some of the largest conversions. The first and largest conversion in California resulted in the preservation of billions of dollars to serve charitable health care purposes in that state. Consumers Union has been at the forefront of the battles waged in states across the country when nonprofit insurers seek to become for-profits.
