Consumers Union (“CU”), publisher of Consumer Reports Magazine, submits the following comments in response to the National Highway Traffic Safety Administration’s (NHTSA) Notice of Proposed Rulemaking (NPRM) to upgrade the agency’s safety standard on roof crush resistance, NHTSA Docket No. 2005-22143, 70 Fed.
