CU's concern with the language is the sweeping manner in which Section 123 seems to prohibit state and local governments from making any law that prohibits the use in commerce of an article that the Secretary of Agriculture has (1) inspected and passed; or (2) determined to be of nonregulated status. The wording of this Section is so broad that it leads to ambiguity and possibly to unintended consequences.
