We believe that the recent security breaches by ChoicePoint, Lexis-Nexis, Bank of America, Citigroup and many others, which have put nearly 10 million Americans at heightened risk of identity theft, underscores the need for Congress and the states to act to protect consumers from identity theft, a serious crime that has become more common in recent years as we have delved further into the “information age.”
