The expected benefits of cable deregulation have not been realized. Robust
competition did not materialize, the industry consolidated into a few dominant
firms, and rates charged to consumers skyrocketed. The broadcast networks, which once were limited to ownership of a quarter of prime time production, now own almost
three quarters. Two of the largest national broadcasters have exceeded the cap set by Congress on the permissible number of stations they may own.
