Comments Regarding Reimbursement Prior to Tire Recall

Public Citizen, Consumers Union, Center for Auto Safety and Consumer Federation of America submitted these comments for the record on the National Highway Traffic Safety Administration's proposed rule reimbursing owners for the cost of a remedy incurred in advance of a manufacturer's recall. We had a special interest in this regulation because of our work in 2000 to secure passage of the Transportation, Recall Enhancement, Accountability and Documentation (TREAD) Act, which included the mandate for this rulemaking.
