Health reform passed, and the Obama Administration chalked up a big victory. But a change this big has to happen in stages. First, young adults could get back on their parents’ family plans. Then, the federal government gave people with pre-existing conditions access to a new insurance option (the Pre-existing Condition Insurance Plan).
